The article examines the problem of correlation between the “knowledge society” and “knowledge practice,” based on analysis of the phenomenon of security expertise as a part of political expertise. In the article, we consider the relationship between politics and security and demonstrate under what circumstances security becomes politics. It is noted that at present the concept of security has become very multifaceted and includes various spheres, from military-political to informational and humanitarian. We defines security expertise, list its key parameters, origin, (...) its institutionalization and practices. Special attention is paid to the characteristics of the main schools in the study of security expertise problems. Their general ideology and inherent problems are analyzed, including the correspondence of the quality of the expertise to recognized standards of scientific knowledge. We explain why security issues appeal to experts and result in numerous studies. We raise an issue of causes that may lead to possible deprofessionalization of security expertise. We identify a number of institutions with an expert status in the field of security and explain the global growth of analytical centers specializing in security expertise. A brief description of such analytical centers and their main features is given. We look into examples of practical impact of expertise on political decision-making, and possible mechanisms of expert support. It is concluded that expert analysis can exercise direct impact on political processes, and the experts become influential shadow participants. On the one hand, this may contribute to adopting more balanced decisions, but, on the other hand, it may result in deprofessionalization of experts who will try to adjust to the demands of politicians. Thus, in the sphere of security expertise, one of the results of the formation of a “knowledge society” is a decrease in the autonomy of the scientific sphere, which has a side effect in the form of deprofessionalization of knowledge. Computability theorists have introduced multiple hierarchies to measure the complexity of sets of natural numbers. The Kleene Hierarchy classifies sets according to the first-order complexity of their defining formulas. The place occupied by Kant’s philosophical ideas in the reflections of the Russian philosopher, Nikolay Strakhov, needs further study. The material for a historical-philosophical reconstruction of Strakhov’s reception of Kant’s philosophy is the Russian thinker’s home library catalogue, his correspondence and his own philosophical works. Among Strakhov’s interlocutors were not only philosophers and natural scientists, but also writers, including Fyodor Dostoevsky, Leo Tolstoy and Afanasy Fet, who in many ways determined the cultural and intellectual horizon of the epoch. The (...) many years of correspondence with the last two writers went a long way to shape and develop Strakhov’s perception of Kant as a thinker. Indeed, without a virtual dialogue with Kant no modern philosophical system can be built. Strakhov’s reflections on the Kantian style of thinking, adoption of Kantian criticism as the model of epistemic analysis in many ways determined the features of his own philosophical work and became a catalyst of renewed interest in Russia in the Kantian philosophy in the last third of the nineteenth century. The glorious Sophia image of Nikolai Mokrogo, now completely forgotten, was the oldest national shrine and one of the first miraculous icons of Kievan Rus known to us. The name of the icon is associated with the "Miracle of the Infant in Kiev", which dates from the researchers no later than 1090. The legend tells about the marriage, which went to the pilgrimage to the relics of Boris and Gleb in Vyshgorod. They returned to Kyiv by the Dnipro in a (...) boat. In the road, a tired woman was asleep and dropped into the water a baby, which immediately drowned. Parents of the child turned to despair in despair. Mykola "having a great faith in him", asking for help. Indeed, the next morning the child of a bud was found undisturbed on the outside of the chambers of Sophia of Kiev: "... the child is lying wet in front of the image of St. Nikolai "[Leonid, Archimandrite. Life and miracles of St. Nikolai Mirlykysky and praise him. Investigation of two monuments of ancient Russian writing of the XI century. - St. Petersburg, 1881. - P. 90.] The icon of the saint, under which was found miraculously saved sv. Nicholas is a child in wet diapers, nicknamed Nikolay Mokrogo. The paper presents a cross-country analysis of the second generation of currency boards introduced in three East European countries: Bulgaria, Estonia and Lithuania. We focus on their institutional, legal and political characteristics which are closely associated with the operation of the automatic mechanism of currency boards. The presence of an automatic mechanism within the framework of the currency board is often cited as a major counterpoint to the “discretion and subjectivity” of a classical central bank. Since there is no precise (...) definition of automatic mechanisms in the literature, we define it as: “the presence of a positive cointegration relationship between the balance of payments and the reserve money and absence of discretionary variables in the model.” When discretionary variables are present in the model in one form or another, we may speak of a “mechanism for adjustment through discretion – conscious or unconscious.” Within the framework of the second generation of currency boards, we reduce the channel of discretion to the presence of atypical balance sheet items and employment of a number of monetary policy instruments. We seek in this article to compare currency board automatic mechanism in Bulgaria, Estonia and Lithuania.L’article procède d’une analyse transversale par pays de la deuxième génération des “bureaux d’émission” introduits dans trois pays de l’Europe de l’Est. L’accent est mis sur les caractéristiques institutionnelles, juridiques et politiques qui sont étroitement associées à l’opération du mécanisme automatique des bureaux d’émission. L’existence d’un mécanisme automatique dans la structure d’un bureau d’émission est souvent mise en avant comme l’argument majeur à l’encontre de la “discrétion” et la “subjectivité” d’une banque centrale classique. Parce qu’il n’existe aucune définition précise du mécanisme automatique dans la littérature, nous la définissons comme “la présence d’une relation positive de cointégration entre la balance des paiements et les réserves monétaires et l’absence de variables discrétionna- ires dans le modèle”. Quand des variables discrétionnaires sont présentes dans le modèle sous une forme ou une autre, nous pouvons parler d’un “mécanisme d’ajustement discrétionnaire – conscient ou inconscient”. Au sein de la structure de la deuxième génération des bureaux d’émission, la discrétion se réduit à la présence de postes atypiques dans le bilan et à l’emploi d’un certain nombre d’instruments de politique monétaire.L’article propose une comparaison du mécanisme automatique en Bulgarie, Estonie et Lithuanie. Bath structures, which emerged as a result of the importance given to washing since ancient times and which mean "place to wash", provided continuity with the style created in the Roman and Byzantine periods. Turkish baths, shaped on the bath tradition of the Roman and Byzantine periods, gain a unique form in time, especially after the adoption of Islam. It is seen that with the differences with the beliefs and behaviours brought by Islam the important changes in the structure of (...) the Turkish baths emerged with the new arrangements made of the plan typology in the Ottoman period. In addition, some another various functions are attributed to these structures in the Ottoman Empire and baths are generally built for income. After the Ottoman-Russian war between 1828-1829, the "Turkish Bath" built by the Russian Tsar Nicholas as a message for his own political purposes carries traces of the aforementioned Ottoman baths. The Turkish bath, which the tsar ordered to be built in the park of Ekaterinburg, becomes a product of the project on which the important Russian architect Monigetti meticulously emphasized. Although the structure in question differs from the Ottoman bath formation, it has similar features in terms of function and decoration details. However, the external appearance of the work, which is the subject of our study, with the form of the minaret next to it, resembles the Turkish Mosque architecture. In terms of decorative features, an oriental arabesque style of decoration dominates the building. As a matter of fact, our aim in this study is to first explain the characteristics of a Turkish structure built in Russian and completely from a Russian point of view, and then reveal the similarities and differences between both the two constructions. The publication of the Critique of Pure Reason by Immanuel Kant marked the beginning of an intellectual revolution not only in Philosophy, but also in other spheres of intellectual activity. Every year interest to this work is only growing up, especially in the context of the development of cognitive sciences and technologies related to the development and implementation of artificial intelligence systems. However, both Kant’s contemporaries and subsequent generations of researchers had questions about the basic concepts, outlined in the first (...) Critique. Nikolay Lossky became one of such outstanding experts in Kant’s philosophy, who carried out a metacritique of transcendental idealism. His analysis is interesting because it is characterized by consistency, depth and inclusiveness, despite the fact that he was not a supporter of Kant’s philosophy. The proposed article explicates the main points of the metacritique of pure reason carried out by Lossky. The aim is to systematize the advantages and disadvantages of transcendental idealism highlighted by him in order to assess the validity of objections and identify points that paradoxically escaped Lossky’s attention. In particular, it is shown that the highest evaluation of Lossky is awarded to Kant’s efforts to create an epistemology that does not rely as presuppositions on any other branches of human knowledge; the resolution of contradictions between Empiricism and Rationalism; the creation of the doctrine of synthetic rationality and transcendental logic; the idea of the need for the immanence of knowledge to consciousness. Lossky identified as the key shortcomings of transcendental idealism a range of contradictions grouped around such concepts as the things in themselves, affection, experience, inner sense, transcendental schema, and unity of apperception. At the same time, it is shown that such a key concept for Kant’s theoretical philosophy as transcendental reflection has disappeared from the Lossky’s field of consideration. Suvremene bioetičke rasprave reaktualizirale su pitanje smjene epoha. Bioetika je nastala upravo kao moralna i civilizacijska reakcija u novostvorenoj povijesnoj situaciji. U tom kontekstu, potrebno je analizirati, s jedne strane, promišljanje prijeloma epoha i predviđanje »novog srednjovjekovlja« u djelu ruskog filozofa N. A. Berdjajeva te, s druge strane, pojavu bioetike. Hoćemo li zaista zakoračiti u novu epohu, kakva će ona biti te što ćemo i u kojem obliku prenijeti iz sadašnje epohe – najviše ovisi o tome kakvog će duha biti (...) čovjek. Stanje čovjekova duha možemo iščitati iz čovjekova odnosa prema tehnici, odnosno s obzirom na snažnu interaktivnu ulogu tehnike u našem životu. Kako je pitanje odnosa čovjeka i stroja jedno od ključnih bioetičkih pitanja, problem tehnike nužno je analizirati iz perspektive Berdjajevljeva odnosa čovjeka i stroja, ali i u sklopu Heideggerova promišljanja biti tehnike. Jednako kao i Berdjajev, Heidegger smatra da ne treba poricati tehniku, već tražiti izmjenu uloge tehnike i podlaganje čovjekovu duhu na kojem leži zadatak dokučiti ono spasonosno. Duh današnjeg čovjeka duh je bogolikog čovjeka koji, uz pomoć uznapredovalog stroja, izaziva prirodu , ali taj isti stroj, koji njemu služi kao sredstvo, toliko je uznapredovao da je sada u mogućnosti izazivati njega. U tom je kontekstu nužno okrenuti se bioetici. Upravo je bioetika sa svojom pluriperspektivnom metodologijom zaslužna za pokušaj okupljanja različitih sustava vrijednosti kako bi se zajedno usmjerio sadašnji sustav vrijednosti i zaštitio budući, ali i budućnost uopće. No, hoće li bioetika ostati samo na razini rijetkog pozitivnog primjera u nizu negativnih znakova dolaska nove epohe ili ćemo ozbiljno shvatiti princip odgovornosti što nas dovodi na prag bioetičke epohe te hoće li promjena duha sadašnjeg čovjeka, prema kojem nas vodi bioetičko promišljanje, doista dovesti do podvrgavanja tehnike čovjekovom duhu – ostaju otvorena pitanja.The problem of the turn of epochs is debated once more nowadays. Contemporary discussions on bioethics once again pose this very question. Bioethics as such was created as a moral and civilisational response to the new historical situation. In that context one needs to analyze, on the one hand, both the problem of the turn of epochs and the prediction of the new Middle Ages proposed by Russian philosopher N. A. Berdyayev and, on the other hand, the emergence of bioethics which raised the question of the turn of epochs for the second time. Will we really reach the new epoch, what will it look like, what and in which form shall we transmit from the present epoch? These questions ultimately depend on the state of the human spirit which can be deciphered from man’s relation to technology, taking into account the strong interactive role which technology plays in our daily lives. Bearing in mind that the relation between the man and the machine is one of the crucial bioethical issues, this question of technology should be analyzed from Berdyayev’s relation between the man and the machine, but also within Heidegger’s analysis of the essence of technology. Similarly to Berdyayev, Heidegger states that technology must not be contradicted or denied, but rather, changed in a way to serve the human spirit – which is entrusted with the task of understanding the saving elements. The spirit of the modern man is the spirit of the divine-like creature . It is the spirit of a man who, with the help of a developed machine can challenge nature , but this same machine, which serves him as a means, has evolved to the point that it can challenge the man. In this context it seems essential to turn to bioethics. It is precisely bioethics which, thanks to its pluri-perspective methodology, takes credit for covering different systems of values to direct the present system in the right way and protect the future system and the future in general. However, the questions remain whether bioethics will stay the only positive example among the multitude of negative signs and predictions, whether it will lead us to a new, yet unknown, epoch and whether we will take seriously the principle of responsibility which leads us to the threshold of the bioethical epoch and whether the change in the spirit of the present-day man, triggered by the bioethical thinking, can change technology to make it subordinate to the human spirit. The paper is devoted to Nikolay Lossky who was one of the leading Russian philosophers of the first half of the twentieth century. We demonstrate the interrelationship between three aspects of Lossky’s philosophy: realism in the theory of knowledge, hierarchical personalism, and supra-naturalistic concept of evolution. We pay attention to the contemporary relevance of Lossky, and we discuss and critique his ideas in light of those of other philosophers. Lossky acknowledges that the subject interacts with being itself and that (...) knowledge is not a shadow or copy of being. His ontology is based on intuitivism and epistemological optimism. Its main categories are God, as the super-systematic principle, and monads. In Lossky’s metaphysics, the idea of abstract ideal principles of being is quite harmoniously combined with personalism. Lossky’s ontology has strong ethical underpinnings. He considers that values are rooted in being and that the evolution of the world is directed by God towards the good. Lossky elaborates a supra-naturalistic concept of evolution. He extrapolates principles of teleological determination, which are fundamental to human existence, on the underlying levels of the world as a whole. Many trends of modern thought are in tune with Lossky’s philosophy, including a return to metaphysics, panpsychism, Platonism, and the desire to unite the religious worldview with new scientific discoveries. I discuss a broad critique of the classical approach to the foundations of statistical mechanics (SM) offered by N. S. Krylov. He claims that the classical approach is in principle incapable of providing the foundations for interpreting the "laws" of statistical physics. Most intriguing are his arguments against adopting a de facto attitude towards the problem of irreversibility. I argue that the best way to understand his critique is as setting the stage for a positive theory which treats SM (...) as a theory in its own right, involving a completely different conception of a system's state. As the orthodox approach treats SM as an extension of the classical or quantum theories (one which deals with large systems), Krylov is advocating a major break with the traditional view of statistical physics. Vasiliev during the long years that give them the opportunity not only to create a portrait of this serious researcher, but also to show the world his hobbies, how his biography influenced on the choice of the issue of Bakhtin studies as a central topic for his research. When making decisions, humans can observe many kinds of information about others' activities, but their effects on performance are not well understood. We investigated social learning strategies using a simple problem-solving task in which participants search a complex space, and each can view and imitate others' solutions. Results showed that participants combined multiple sources of information to guide learning, including payoffs of peers' solutions, popularity of solution elements among peers, similarity of peers' solutions to their own, and relative payoffs from (...) individual exploration. Furthermore, performance was positively associated with imitation rates at both the individual and group levels. When peers' payoffs were hidden, popularity and similarity biases reversed, participants searched more broadly and randomly, and both quality and equity of exploration suffered. We conclude that when peers' solutions can be effectively compared, imitation does not simply permit scrounging, but it can also facilitate propagation of good solutions for further cumulative exploration. I. Prigogine has proposed, and the writings of N. S. Krylov to some extent suggest, a novel and unorthodox solution to foundational problems in statistical mechanics. In particular, the view claims to offer new insight into two interconnected problems: understanding the role of probability in physics, and that of reconciling the irreversibility of physical processes with the temporal symmetry of dynamical theories. The approach in question advocates a conception of the state of a system which incorporates features of the (...) quantum mechanical state concept in a context, classical statistical mechanics, where quantum considerations are generally considered to be irrelevant. I examine the plausibility of this new approach by offering an analysis of the various notions of state employed in modern physics. ;In the first chapter, I analyze the conceptual connections between dynamical laws and the nature of a system's state. I argue that laws and states are correlative. In constructing dynamical theories one does not start with a fixed or pre-determined state concept. Neither is one given the laws of the theory from which the conception of state is derived. Rather, we get the law/state structure as a "package." In light of this general analysis, I next examine the notion of state employed in the quantum theory. Here I consider a variety of conceptions of quantum states and assess their ability to answer the "paradoxes" of quantum theory. I pay particular attention to the role of probability and related restrictions on the realization of certain states. The new approach to statistical mechanics proposes to exploit similar restrictions on states in order to resolve the irreversibility problem. But is this unorthodox approach viable? In the final four chapters, I offer a detailed critique of this approach, examining the plausibility of the radical reworking of the state concept. I argue that while some important progress can be made, certain old puzzles remain, and new and difficult ones arise--ones which raise serious doubts about the ultimate success of this particular approach. I conclude, however, by arguing that such radical proposals are not unmotivated; and that novel and unorthodox proposals concerning the foundations of statistical mechanics must be taken seriously. The bi-polar confrontation between the Soviet Union and the USA involved many leading game theorists from both sides of the Iron Curtain: Oskar Morgenstern, John von Neumann, Michael Intriligator, John Nash, Thomas Schelling and Steven Brams from the United States and Nikolay Vorob’ev, Leon A. Petrosyan, Elena B. Yanovskaya and Olga N. Bondareva from the Soviet Union. The formalization of game theory took place prior to the Cold War but the geopolitical confrontation hastened and shaped its evolution. In our (...) article we outline four similarities and differences between Western GT and Soviet GT: 1) the Iron Curtain resulted in a lagged evolution of GT in the Soviet Union; 2) Soviet GT focused more on operations research and issues of centralized planning; 3) the contemporary Western view on Soviet GT was biased and Soviet contributions, including works on dynamic stability, non-emptiness of the core and many refinements, suggest that Soviet GT was able to catch up to the Western level relatively fast; 4) international conferences, including Vilnius, 1971, fostered interaction between Soviet game theorists and their Western colleagues. In general, we consider the Cold War to be a positive environment for GT in the West and in the Soviet Union. (shrink)

The problem of relation between statistical mechanics (SM) and classical mechanics (CM), especially the question whether SM can be founded on CM, has been a subject of controversies since the rise of classical statistical mechanics (CSM) at the end of 19th century. The first views rejecting explicitly the possibility of laying the foundations of CSM in CM were triggered by the "Wiederkehr-" and "Umkehreinwand" arguments. These arguments played an important role in the debate about Boltzmann's original H-theorem and led to (...) the so called statistical H-theorem proposed by Boltzmann himself. (For the history of these early debates we refer to Brush's monograph (Brush 1976).) After CSM had been brought to "canonical form" by the Ehrenfests, (Ehrenfest and Ehrenfest 1959) the physicists turned away from the foundational problem leaving it to mathematicians to worry about in the form of what has become called the ergodic theory. In retrospect, the physicists' general mood seems to have been the hope that ergodic theory establishes rigorously what is needed to found CSM on CM and which had been expressed essentially by Boltzmann already (Wightman 1985). However, very few physicists followed closely the developments in the mathematical theory of dynamic systems. One of those who did was the Russian physicist N.S. Krylov. Mathematical pluralism can take one of three forms: (1) every consistent mathematical theory consists of truths about its own domain of individuals and relations; (2) every mathematical theory, consistent or inconsistent, consists of truths about its own (possibly uninteresting) domain of individuals and relations; and (3) the principal philosophies of mathematics are each based upon an insight or truth about the nature of mathematics that can be validated. (1) includes the multiverse approach to set theory. (2) helps us to understand (...) the significance of the distinguished non‐logical individual and relation terms of even inconsistent theories. (3) is a metaphilosophical form of mathematical pluralism and hasn't been discussed in the literature. In what follows, I show how the analysis of theoretical mathematics in object theory exhibits all three forms of mathematical pluralism. (shrink)

At the beginning of the twentieth century in the Russian-speaking philosophical space philosophical projects emerged which brought ontology and gnoseology closer together. One can observe this process, for example, in the philosophical doctrines of the Russian intuitivists Nikolay Lossky and Semyon Frank. I demonstrate that the emergence of these doctrines and the development of their onto-gnoseological categorial apparatus were mainly connected with the criticism of the Neo-Kantian theory of cognition and the possibility of transcendent knowledge as such. The main (...) sources of my study are The Intuitive Basis of Knowledge and The World as an Organic Whole by N. O. Lossky and The Object of Knowledge and The Unknowable by S. L. Frank. My investigation makes it possible to treat Lossky’s categorial framework as the representation of a system of levels of the universe each of which is characterised by two aspects: the ontological, i.e. it is part of the unity of the world, and the gnoseological, i.e. it has an independent cognitive significance. Frank considers categories to be an organic part of the ontological proof of intuitivism. A common trend in the construction of categorial schemes by Lossky and Frank is their striving to combine gnoseological and ontological descriptions of categories. The key difference is the way an onto-gnoseological system as a whole is justified. In revealing the contradictions in Lossky’s conception, I proceed from the critical remarks of S. A. Askoldov, pointing out that these contradictions stem from an absolutisation of intuition in cognition, the renunciation of the idea of gnoseological transcendence, incompleteness of the theory of immanence and discordance between onto-gnoseological categories. Askoldov’s critical comments clarify the substantive features of Lossky’s theory and the essence of the transformations carried out in Frank’s absolute ideal-realism. (shrink)
